		+	Social media technologies such as blogs, micro-blogs, social networks, wikis, and media sharing services have gained mainstream adoption in recent years and are dramatically changing the channels through which information is disseminated. These technologies have transformed traditional one-to-many broadcast monologues into many-to-many dialogues. Every individual’s voice has gained greater reach due to this democratization of communication. While some may claim that social media has just created a lot of noise without fundamentally changing the structure of influence in society, I aim to show that social media does in fact empower individuals and equalize influence on society. Furthermore, I will conclude that more work can and should be done using social media, particularly by the public sector.

		+	A prime example of how social media has democratized influence on society can be found by examining the last presidential election. Barack Obama used the Internet to organize his followers and brand himself more effectively than his competitors. Mr. Obama extensively used YouTube in order to advertise himself directly to his target audience with zero marginal cost. Obama’s team also developed a web portal, www.barackobama.com, to organically create over 6,500 grassroots volunteer groups, and allow Americans the opportunity to directly voice their opinions on policy issues. Arriana Huffington stated in 2008 that, “were it not for the Internet, Barack Obama would not be president. Were it not for the Internet, Barack Obama would not have been the nominee.” The Internet and social media in particular enable politicians and candidates to extend their reach in a way that would be regularly financially infeasible using only traditional media.
		+	Social media has also revolutionized the role of the citizen. Traditionally, the greatest power a citizen had was his vote. Now, a citizen can write a blog, voice his opinion through comments, and spread information he finds valuable virally on social networks. Technology has flattened the world of influence and any motivated individual can now compete directly with well funded organizations for political influence. One incredible campaign of non-state actors that made use of this fact was the Make Poverty History campaign which in 2005 helped push Africa up on the G8 Summit agenda and increase aid for the poorest countries. There are countless NGO’s which rely on the Internet as their main avenue for advocacy, and as the backbone for their community.

		+	While the government under the Obama administration has made nontrivial progress in improving transparency and openness, the government has still not fully embraced the importance of social media. Most government websites are cumbersome static collections of text and reports. There is very little feedback an individual can contribute to such resources. Furthermore, it is incredibly difficult for a citizen to maintain a grasp of the current state of legislation or research and therefore cannot easily contribute feedback to his representative. I believe that social media tools can be applied in this space to remedy such flaws.
		+	A more serious flaw in the U.S. legislative branch is the fact that politicians are not directly accountable for their actions, and are not judged by how closely they represent their constituency. Before the advent of the internet, perhaps there was no way to feasibly acquire such information. With current social media technology, however, there is no obstacle to accountability. I propose that the government begin tracking accountability metrics. In particular, I propose that the government create a Facebook application to enable the placement of every representative’s voting record in real time onto the news feed of any interested user they represent. User’s should then be allowed to “thumbs up” or “thumbs down” the actions of their representative, and also participate in a discussion around that action. Such an application would not only make representatives far more accountable for their actions, but would also create a more educated and active populace.

		+	In short, social media has revolutionized the way in which parties acquire influence in society. While social media has not, and will not, make lawmakers, politicians, and diplomats obsolete, it has magnified the effectiveness of grass-roots movements and the power each individual has in society. Even though it has been extensively adopted in the private sector, there are far more applications of social media technologies in the public sector which can improve accountability and transparency within our legislature.

		+	Question 2- Regulating the internet is in fact possible. There are many, many internet sites in China, such as Facebook, that are prohibited. The government has banned certain websites in order to have a tighter control over their people and their actions. In addition to not being allowed to join social networks among other sites on the internet, the Chinese are also not allowed to publish harmful information on the net that pertains to overthrowing the Chinese government, or anything along those lines. Similarly, my high school banned sites such as Facebook, MySpace, Twitter, and You Tube. They did not want students surfing these websites or socializing on these networks during class time, when they were supposed to be learning. However, many problems arose. For instance, what if a certain teacher wanted to utilize You Tube to educate his or her students? There are many podcasts on You Tube that are in fact educational and could serve as a huge aid in the classroom. Another problem that came about was that students with iPhones, Blackberries, or other cell phones with internet access, were able to access the prohibited sites anyway. To my knowledge, some students with Mac computers could also get around the firewall and ‘Facebook’ during class time. The persons in charge of technology at my school could work on improving the firewall and strengthening the security so that students would not be able to surpass it, but there was no way they could take every student’s phone away to guarantee no one was on the internet at school. In other words, there is no way to have complete control over the internet, though regulation is possible.


		+	The main point to make here is that there is a difference between complete control and simple regulation. The government can try, and will succeed in some ways, to regulate the internet. In China, the government is able to censor some things online. However, given the enormous possibilities of information exchange digital media provides, it has been quite the task. There are simply too many websites, and too many hackers that are able to get around certain firewalls, to completely deprive such a super power, or any country for that matter, from accessing the internet. There is a reason it is called the ‘world wide web’. The internet is seen as a medium to democratize the world, providing a majority of the populace with infinite amounts of information. China’s control of news websites defeats the purpose of news itself. These websites no longer inform the people of the actual current events. In essence, when the government owns the information, they can bend it to their liking. Society has simply been using the wrong phase, because it is not impossible for the government to regulate the internet. The Chinese have been successfully regulating some parts of the internet for years; the foreign exchanged students from China that now attend Rice University are just now learning how to navigate Facebook because in China they are not allowed access. Now, if the matter at hand is if the government can be in complete control of the internet, regulating each and every aspect, then the answer is no. Absolutely not.

If the internet was not created with the government being in control, then that should not be the rule of thumb now. It depends heavily on what type of government we are talking about. For instance, the Chinese government regulates a fair amount, if not a vast majority, of the Chinese peoples’ lives. Therefore, it makes perfect sense that they would want to hop on this band wagon as well. This does not mean that they will be successful, but that is besides the point. On the other hand, it would be quite shocking if the government of the democratic and free United Stated decided to deprive its citizens of social networks and news websites. The Chinese government is definitely in the wrong at this stage of the game. It does not seem vital, necessary, or essential, to keep a country from using Facebook. It serves the government’s self interest, but it is by no means imperative. There are some things that the government should try to control or prevent regarding the internet, for instance pornography (though some say porn drives the internet). To me, that seems more inappropriate to be broadcasted on the World Wide Web than a person’s status on Facebook or his tweets on Twitter.

		+	The controversial question about whether or not the government should regulate the internet is a very heated topic. It keeps changing as the internet changes daily and new things emerge, and it will continue to change. As far as I’m concerned, there is new information that is posted online every second (be it an important current event or a no-name individual’s website), making it virtually impossible for the government to ever be in complete control. However, the past has shown us that the government is capable of regulating some areas of the internet, though it shouldn’t.

Therefore, it can be logically and accurately stated that social media is created by the people, that is the public, for the use of the people. Similarly, the definition of democracy is when supreme power lies within the hands of the people, that is, again, the public, and is exercised by the people. In other words, in a democracy and in social media, the public, the common, everyday people, have control over what occurs and what information they send out and receive. Thus, it is unequivocally clear that social media is a democratizing influence on society.

		+	Social media essentially provides a way for people to disseminate and acquire knowledge and information, whether that knowledge and information be for entertainment or academic purposes. However, what makes this medium different from all others, especially books, journals, magazines, newspapers, movies, television, and the like, is that it is essentially free to publish and access information using social media and anyone can publish or access this information. One does not need a license, degree, fancy job, or access to lots of equipment in order to use social media as a form of communicating and spreading information. On the contrary, all one usually needs is his or her brain and access to a computer. This minimal amount of “equipment” needed opens the door for social media to be created and accessed by virtually all people because, in today’s society, all people generally have a computer and all people definitely have a brain. Therefore, the fact that social media and the information transpired through the medium of social media is able to be created and accessed by generally all people, we can comfortably state that social media is able to be created and accessed by the public. Furthermore, since social media and the information that is transpired through the medium of social media is created and accessed by the public, this inherently means that social media is run by and in the control of the public, which, as stated above, is the definition of democracy. As a result, it can affirmatively be stated that social media has a democratizing influence on society.

		+	Moving away from the technical side of things, it can be proven that social media has a democratizing influence on society just based on how people act and react with regards to social media. Specifically, what I mean is that with social media people are able to post videos on YouTube, add information to Wikipedia, share music with their friends, post blogs about various issues, and do many more other similar things at their discretion. This ability naturally gives people a sense of freedom and that matters are in their own hands because, essentially, they are. With possibly the small factor of registering or signing up for the ability to access a particular website or agreeing to certain terms and conditions of a particular website, people are, for the most part, able to publish and have access to any information that they want and this, in and of itself, allows people to be in control of social media and allows social media to have a democratizing influence on society, because people get used to that freedom, power and control that social media allows them to have. This type of power and control, as alluded to above, cannot be experienced with other forms of media such as newspapers and television because certain requirements such as a degree or simply access to a job and equipment such as printers, cameras, and televisions are needed to release and receive information.

I've noticed that my subject matter falls into two main categories: 1) discussion of preserving history/data on the 'net and comparison to other storage mediums, 2) the perils of online journalism, especially re: accountability in keeping an original record of what was written. There's some overlap in that this accountability relates to the preservation of history (especially the history of opinions), of which newspapers are an important part.
